how to you rate and never a listener?

On the browser, there should be a star icon near the top right hand corner, clicking that will bring up the rating/review box. I find lately it's been going missing. If you click on another conversation (or even go elsewhere on the site) and then bring up the conversation again (chat, my conversations, select one wishing to rate) the star icon will appear again.
