Should I report about my teacher who insulted me in front of whole class and said, You're disgrace". What do I do?

If your teacher is verbally abusing you in public alot then yes report him/her to a higher authority that you can trust.
Your teacher's job is to help you learn and to succeed. It is not your teacher's job to make personal attacks against you, to humiliate you, or to imagine that they have the right to judge you as a person. It is fair for you to expect an apology and for this teacher's supervisors to know about this unacceptable behavior.
