There are many reasons why you're not tired. There are three main causes of circadian rhythm sleep disorders – genetics, the environment and a medical condition. If any of your family members have trouble sleeping, then it was most likely passed down to you as well. Look around at your environment. Is it very bright? Is the place uncomfortable for you? You can try moving things around or you can invest in darker blinds to help with this. A medical condition could also be the cause of this. You should go see a doctor/ your primary physician so they can accurately diagnose you.
