How to activate a (created path) from private to public?

...See more Help needed. How can I turn a growth path I created from private to public? At the top of the created growth path there are three switches : private/publicly accessible path/unlisted path The private one is active- when I try to change it to public (which is greyed out) the switch is not active. I have searched 7 cups and can see no info on how to do this. Please help?
