I would require thorough genetic testing for any members of my society who wish to have children. If the test results show they are carriers of hereditary tendencies towards, say, narcissism or any of the "dark triad" conditions, those people would be allowed to stay if they didn't have such personalities themselves but they would not, under any circumstance or for any reason, be allowed to reproduce. I won't have anyone in my society whose only pleasure & goal in life is to manipulate & hurt other people. Period. There would be no exceptions to the rule.

Such a rule would not guarantee perfection, of course, but it would definitely help maintain order & encourage benevolence between members.
