Looking at the big picture, then I believe the best apology is changed behaviour. By changing your behaviour, you will be able to show your partner that you are truly sorry and regret whatever mistake you could have committed. This is how I would forgive my partner and how I would want to be forgiven.
But it is definitely very individual. And how you will change your behaviour, is different. It depends on why that person lost their trust in you in the first place. It also depends on what kind of person your partner is/was, and how your relation to them is/was.

Regaining trust is a journey of growth and healing. It takes time to rebuild broken trust. Words can be meaningful, but what truly builds trust is the consistent behavior that shows your partner the commitment and honesty towards your partner, which eventually leads to rebuilding trust.
I had my own personal experience in this matter. I have lost the trust from my partner by lying to her, eventually she found out that I was lying. It developed a bad situation at the time, and I felt really bad. I regained her trust by offering a sincere apology, which was the first step I took. Then, I showed her a commitment towards my actions, and never lied again. In the end, I was able to build that trust over time.

Trusting and being able to communicate with your partner is an imperative part of a relationship, and it’s great that you recognize this and want to rebuild that trust. Rebuilding trust in a relationship takes mutual effort, so it’s important that both partners are on the same page.
