Some things to look out for or ask yourself..
Is he making the effort to arrange times to chat/talk or is just you?
Is he consistent and reliable?
Is he a good listener or do you have to keep repeating yourself?
Do you discuss feelings and have deep discussions?
Are there talks about the future? Meeting up?
Have you had a voice chat?
Do you feel comfortable being yourself?

I think there’s no definite way to know, and that has nothing to do with long-distance relationships; it can happen in any kind of relationship. First of all, everyone has different love languages, but also, you never truly finish getting to know someone, and you can never fully know what’s inside another person’s mind.
A healthy relationship is built on trust and communication. That’s what relationships are about: giving your heart while trusting that special person won’t break it. But you can never have complete certainty, because there are couples who have been married for years, people who are romantic, attentive, and seemingly perfect together, and they can still end up separating (or not).
Nothing is guaranteed, and the future is uncertain. It’s like driving a car: you can follow every safety rule and do everything right, and still not be completely protected from having an accident.
So maybe instead of worrying too much about what could happen, we should focus on what’s in front of us now. If you trust the person you chose to share your life with, then maybe the risk is worth taking.
I know this might sound pessimistic, but I actually mean the opposite. Rather than living in fear of possibilities, we should enjoy what we have while it’s still with us. :)

I guess the guy who promises something and then acts as promised consistently is sincere about the relationship. Because it is easy to say all the beautiful words from the distance but to fulfill / carry out / execute the promises in person is the real deal.
