My brother
Hi guys, I'm actually here not for me, but for my older brother. He's 21, just got released from his service in the army (he wasn't a combatant, or leave my country's borders). My brother always had a problem controlling his anger, but never to the extent where I'd feel he need additional help. Only during his service, when he'd come home every 1-2 weeks his anger issue started becoming worse. He's never been violent physically (he can't even kill a fly) , but his anger bursts really easily and he can start swearing. I know it's hard to really get a good idea of him through this message, but as his sister, who knows how intelligent and good hearted he is, and I want him to be happy and everything.. I spoke with my parents about how I feel and they agreed but they aren't doing anything. My question here is how can I help my brother? Who do I ask for help? How do I approach him in a way that won't making enraged?

Here's my take - as an older sis probably a lot different.
He's 21.
Male and young adult, transitioning into life solo and frontal lobes still developing - areas which help us control emotions. Boys take longer to emotionally mature (studies show 4 to 5 years behind) so two natural reasons this is not abnormal and doesn't need to be saved in a motherly way. Let him be, it'll smooth over in add a few years.

Don't they train people in the army to be high on aggression and on attack mode? Might also contribute.

His anger is not a problem if he's in the armed services - he's making good use of it than beating people on the streets of getting arrested. He's using his gift, praise him for channelling it in protecting the country than scold him. Be a cheerleader.
If he comes home and takes his "work" home with him, get him to do a Bob Ross. Get him to do something to unwind that brain that has been trained to attack.
