how do I feel

I feel ok, it happens to me sometimes that I open up to wrong people, how to make this decision correctly?

Very relateable. From a Bipolar perspective, the isolation that depression causes sometimes means that I tend to get lonely and more often than not, when I become hypomanic I gain confidence again and start looking for someone to talk to. When I do, I start opening up about things and it just happens impulsively. When I come back down to depression, I have a tendency to isolate again.

It's hard to control at times and perhaps not really a bad thing either as we all need to have an outlet. Bottling things up is not healthy either.

Impulsively opening up to someone though can feel/be inappropriate and one way that I, at least try to control it, is by being aware of my mood changes and state of mind. Even if you don't have a mood disorder, it might help to be aware of your state of mind, mental state or mood.

I'd ask though, what would be bad in regards to opening up to someone. Some things are private and should remain private but as long as what you are opening up about is "neutral" towards the other person, then is there a need to be ashamed of it? Perhaps just evaluate why you feel it was inappropriate to make sure you are not just being too hard on yourself?
