I am showing symptoms of bipolar but my doctor doesn't seem to want to refer me for an assessment. What do I do?

Welcome, pear!
I went through this several years ago myself. It can be a tough road. I recommend finding a psychiatrist in your area who can properly asses and diagnose you. It can be a very insightful experience. There are many disorders that mimic bipolar disorder, so if nothing else, hopefully you will get some answers. Do keep in mind that no one here can deny or affirm that for you.
