having the courage to be vulnerable yourself is a good place to start. people are more likely to be open if you demonstrate a willingness to do that yourself, and i think that being willing to share at least a part of your story can both encourage conversation and potentially reach someone who needed to hear that!
@Tazzie well firstly, let them know that you're someone they can confide into. Make them feel wanted and secure. Never try to rush into the details. Let em keep their own pace while venting.
I agree, I think encouragement towards the positives upon sharing stories with others and highlighting the benefits of doing that. Being honest about what the person telling the story has gone through, the struggles, setbacks, changes and how they were able to get through that or overcome those issues.
