Based on my experience with my cousin who is deaf and hard of hearing, for the speaker to speak slowly makes it easier for the person to understand. Fast speech and lip movement can be difficult to follow.

@Tazzie This is very true. At the same time, when a person talks slow on purpose it can be just as hard to follow. I find it best when people talk at a pace that is natural for them (to avoid overannunciation or exagerated lip movements). The best thing for anyone who is deaf or hard of hearing to do, in my opinion, is to communicate what is helpful to them and what someone can do to make the whole communication process to either. We have to be our own advocates.
I ask them to say my name to get my attention first.
I make sure they're not backlit by a window or bright light. I need them to be well-lit.
