I would say, yes.
It takes a certain personality to put looks together.
What colours look good.
What styles.
What trends.

@jesusredeemedme2425 depends. Daily sweatpants not really. But clothes and fashion are mostly a form of self expression to me rather than art.
However, it can be art, if:
- it´s unusual and thought out
- it goes the extra mile beyond the basics
- has a primary purpose of making a statement, or catch interest and make you stand out (think Schiaparelli´s designs, below her famous 1937 lobster dress)
- it´s a costume (cosplays, carnival stuff, historical recreations, movie or theatre costumes etc)
- is there to capture a vibe and idea rather than being practical (mostly stuff you see on the runways that no sane person would wear, but also cool stuff that is simply not practical for daily wear like tech components)
So would say it can be, but it needs to have some added value to normal clothing
