on one hand, water makes things wet, so it seems that it would be wet itself. Yet on the other hand, things aren’t always as they seem…
that which is wet has liquid on/in it, water can’t really have liquid on it, but rather in it

Every layer of water besides the outermost one is covered by another, and if wet means to be covered in some layer or just some water, i guess it would mostly be wet
