Welllll it depends... 🤔 Mostly it's homeless people who steal shopping carts, AFAIK. Technically it is theft, regardless of the reason... I'd make sure that services for helping people get off the streets & find employment are nicely funded, so they wouldn't have to steal shopping carts to begin with. Even so, it is true that some homeless people do choose to stay out there...they don't like society's rules, that kinda thing. My solution would be for serial cart thieves to be captured & forced to return the carts--& organize them in front of each supermarket! 😈
(The above would not apply to those on the streets because of severe psychological problems, of course. For those people, discipline wouldn't help...they need different measures entirely)
