DCR is the Depression Community Room, it was created as a space for depression support members to chat casually, instead of focusing on supporting one another through depression. I'm not aware of a badge specifically tied to this room.
This room is badgelocked though, I believe with the current lock you need the Helping Hand, Friendly Face or Wise One badge to be able to enter this room.
