A girl is a CHILD. While teens often do fall in love it's perfectly fine to be in love and not being in a place to give everything. It's actually healthy. Boundaries are good, especially when a relationship is still developing.
Why do you think the girl should be ready to give everything and the boy just not demand or force? Do you not see how one-sided that is?
