Asking someone out

So... Almost 23 years old. Never been in a relationship. Never had sex. Never told anyone I like them. For the first time in about a year and a half I have a crush on a geniunly nice guy. Should I ask him out or tell him I like him? I really feel that it can't go bad either way (he is a very happy and calm person who even if he turns me down we will still at least be civil with one another) , but I don't know how to approach the situation. What should I do/say?
