Does this guy truly mean what he said to me?

So this guy I met and became friends with in college has liked me since February. I began to like him around March. And for months we were just living day to day knowing that we liked each other, but never acting on those feelings.

As he never mentioned anything about moving forward towards a relationship, and didn't speak to me a month after our semester ended, I decided okay there is nothing going one here, let me get rid of my romantic feelings for him. But after not speaking to me for a month, he finally confessed that he liked me in a message. And that he just didn't know how to go forward.

So I replied, saying it's ok. I like you too, let's start by going out and getting to know each other better :).

And he has since never replied to me. It has officially been three weeks since that message was sent. And he is active, I see his social media posts all the time. But he is back to ignoring me once again.

So, does this guy truly even like me? Did he truly mean what he said to me in the message?
