Need relationship advice

So me and my boyfriend have been together over a year but only in a relationship for 6months . Never said I love you too one another and recently I brought the subject up about this. He declares that he wasn’t at that stage yet. Then recently he’s unsure about the relationship , saying we are different people and different stages in life . But needs time to think . It sounds like he’s picking negative stuff out but still doesn’t want to end the relationship . What should I do? Do I leave ?
