should we break up?

i initiated a breakup with my bf.
we have been together for 2 years plus.
1. through out our relationship he has never said i love you to me once.
2. he doesn't have any future plans for us.
he is a good bf and he does invest and commit to the relationship. but we do not talk about the future and i am uncomfortable.
told him about this but he was very firm to tell me that there is no plan for us based on his current situation. everytime i bring this issue up, he will avoid and "run" away.
