You're absolutely right in that people would not be described as hermaphrodites (it would be very derogatory), but it is certainly possible that this girl is intersex (you can find out more about what that means here) - then again everyones bodies are different, it may just be that that's how she developed, or she might have experienced some hormone imbalance where higher testosterone levels caused excessive growth.
