Crush Advice?

I like one of my good guy friends, and I don't think he knows it. He has told me we're just great friends, so I haven't told him I like him. For the past couple weeks, he's been very attentive towards me. He will ask me how my day is going, how I am, stuff like that. On Valentine's Day, he bought me a carnation (our school was selling them) and had it delivered to me. In our high school, the second floor, right above the cafeteria, has railing and open area, kinda like a prison, where you can look down on everyone. Well, the other day my girl friend and I were up there, just looking around, when I noticed he was staring at me. When he realized I was looking at him, he looked away really quickly. Throughout the 2 or 3 minutes I was up there, he looked at me about 7 times. My girl friend and I walked around to the other side, and he looked up to where I was just a second ago and started looking around for me. And, today, he complimented me on my outfit (which was a sweatshirt and leggings, nothing special), and then gave me crap for liking him in 8th grade. I've been told he doesn't like and just wants to stay friends, but I really don't know if that's true because it came from his best friend, who doesn't like me. I just really need some advice on what to say to him, how to act, and whether or not I should just tell him I like him.
