yes, a relationship is a relationship. It counts.
However if you are asking me if it is the same as a relationship where there is, as described in the film Ghostbusters "actual physical contact", well, no, it isn't.
So, what if there is romance? - well there have been quite a few cases where people have begun a romantic relationship by letter or lately online, and a very few have survived "actual physical contact". Unless there is some chemistry there on meeting, the romance will fade very rapidly.IMO.

Well, meet him. Don't forget he could be a serial womaniser or a closet axe murderer (give him my regards), so be careful, but tbh a meeting is the only way to really get to know whether the relationship has a chance. Again, imo. In the old days there were loads of arranged marriages and mail order brides and stuff, and it often worked out.
But often it didn't too.
