Best friends and drunk flirting

I want to know your opinion on drunk flirting and does it mean something?

The background to the story is: Me (girl) and this guy became friends this year. We are good friends and I think he is cute but nothing much from there. In a Halloween party he got drunk and started flirting w me. I was confused but let it slip and we never address it ( not sure if he remembers tbh). Last night we went to a party and he was tipsy but less drunk than the other party and I had a few drinks too. At first we just dance which I find very fun, but then he was all touchy (which is not normal in our friendship) and did not let the guy I like speak with me. He tried to kiss me several times and it got to a point where I ask my other friends to not let him near me.

he didn’t text me in the morning and I am not sure if I should address it or not given that nothing really happen.

I either wanna continue being friends w him or have a serious relationship but I don’t want just a hook up.

what should I do?
