Actually it's just 81, not 81%. Whole number isn't a percentage.
81/100 = 0.81
0.81 is 1% of 81
And how to get the answer
0.8 × 100 = 80
0.82 × 100 = 82
We are looking for the next whole number between values 80 and 82, which is 81.
@Alexo0010 write down all of the following values that are greater than 12% (0.6 4/50 0.14 3/20)
0.6, 0.14, 3/20
12% is 12/100

I'll put a guide on how to do it so the next time you have question like this, you'll know how to do it yourself or in case of an exam. 🙂
1. Step would be to change all the given values in either decimal forms or fractions.
Fractions are usually better in my experience.
So 0,6 to a fraction is 6/10 and 0,14 is 14/100.
2. Step is to find the common denominator (bottom part of fractions).
Since we are using 12/100 as a value of comparison, I'd chose 100 as the common denominator.
3. Multiply the fractions to achieve 2nd step.
6/10 (0.6) by 10 ... 60/100
4/50 by 2 ... 8/100
14/100 - already the way we need it
3/20 by 5 ... 15/100
! Don't forget to multiply both the upper and bottom part of a fraction
Now just compare them to 12/100. All the fractions that have a greater numerators (upper parts) than 12 are the correct answers.
60/100 (0.6), 14/100 (0.14) and 15/100 (3/20)
