Profile Picture Issue?

I just joined 7cups and on my profile it states:
Hi there! You're new here, right? Why don't you spend some time getting to know about our community first before uploading your profile image."
How long must I be a member before I'm allowed to upload a profile picture? Is there a confirmation email I have to click on?
