Oh my god, this is such an underrated question that I wish it had received more attention. Personally, in my country, people think children " make fun of others" because they are "having fun;" they are really closed, and only friends " bully" each other. Anyone can be a victim of bullying, whether the relationship is friend, stranger, or senior/junior. Bullying is NOT fun, and it is fatal to those who experience it as it can traumatize them for a lifetime. Even worse some blame the victim as they think " the victim must do something that makes others want to bully them" This is just-world bias, and it must be stopped!
