You can't "do" without "trying" to "do".
It looks like this saying is painting "trying" as a bad thing but at the same time it seems this saying is directed towards people who say "I will try" but don't actually try their hardest. "Trying" isn't a bad thing but it depends on how each person "tries"
I agree with you, it depends on the trying.
What I got from the quote though, is that when we say "I'll try" and we are getting into it with an uncertain attitude, it affects results. So rather go in with a can do attitude, as that increases chances of success. Or a can't do, and don't do it😁

I think being small, green and weird looking with a snaggle tooth, big ears and only basically one outfit can be scary.
It'd honestly probably cause anyone to do weird things to fit in which ironically makes everything worse, like a fever breaking.
But knowing 'you're worth it' and 'Just Do It' are not just marketing lines but all that is meeting head-on is important.
So obviously we're creating our own big bangs all the time through the natural act of being alive; what comes to be does so by us being.
And as you know, that's the point, and furthermore, we can learn more about picking and choosing what to keep and what to leave.
We may not be able to just boop into existence a hairline, more height or inoffensive breath, but we can bang up some strategies.
And ultimately if we're not reaching with full send for what we want, what's the point? It's just going to generate less than what we want.
So. Go big or go home. Are you not the right size, colour or shape? Who cares! Just do it. You're worth it.

Well, there are many expressions in Bushido literature against hesitation and in favor of fast decision-making and decisive action, particularly while facing danger in battle.
Like in Hagakure or the The Book of Five Rings.
There is also some of this in Zen literature (which is related to Samurai mental training) against "trying" to do things, and ultimately to become enlightened.

I think what master Yoda was trying to convey was that you have to believe you can do it, there's no "try" as in you have to believe that you're able to do it and you're not just trying to see if you can do it or not.
