What are you supposed to do when you can't trust the people you love?

Someone in my house, and I know who, stole a lot of money from me. I confronted him about it and he apologized and gave excuses and said he'd pay it back. He's stolen from the family before and he was my first suspect when that money went missing from my card and when I asked him about he lied to my face and even offered me comfort when I broke down, stressing about how to pay for the bills this month without that money. I am going to college part time and have a full time job at a fast food place. I struggle to make ends meet and he takes it with no second thought. He told me he lied cuz he felt guilty and I believe him but this isn't the first time. He's been doing this for over five years. He isn't the only one either. My own brother has stolen hundreds from us for drugs and so did my sister and aunt. Even my mom in her glory days stole money from the family for drugs. I feel like I can't trust anyone in my family and I feel so unsafe financially and physically at times. They say the ones you love hurt you the most and I have to say from first hand experience that it's true. What am I supposed to do? Any advice?

@KnowNoLove Being taken advantage of by people who should care about you. That can be painful.
To create boundaries, I want to know what things have been tried already

I had experienced the same living with a friend for a few months. I trusted that person, so keeping money in my wallet isn't a worry to me. Until, after a month, I started to loose money in small amounts then it got bigger. Of course that girl lied but later did I found out, she's been buying these stuffs and her credit card bill was exhausted. So, she decided to steal from me and I ended up always covering for her share of the bills.

A really trusted friend, taught me to use money apps instead. Till the time, I was able to find a new place and I decided to live alone. Never ever trust anybody.

As a boundary crosser that has some toxic traits, I suggest establishing some boundaries if haven't tried already then an ultimatum if they don't...either ask work on their behavior or cut them off from your life. I know it may sound harsh but, that's my advice.
