Question About Psychology Licenses

Hi all. I have a question that maybe someone here can help me with. 

I know of a psychologist that I have huge red flags about. As far as I am aware they are not currently practicing or having 1-1 sessions with clients, but they are basing their whole business on their license. I have tried to look up their license in the State they live in and I can't find them anywhere. It is a huge concern to me. 

I was just wondering if there are places you would suggest I look to see whether this psychologist is legit or not? If they are not licensed and are saying they are, is this against the law? 

It concerns me because I worry about them taking advantage of very vulnerable people with the business they have.
