What does "completed" mean in this context?

When I log out, go to 7 Cups' home page, select Chinese (CN) and hover over the 开始 (Start) button I see, in English:

Click to connect to a caring listener

When I click the button I see:

It's like this throughout, with some things translated and other things still in English. So it looks to me that some more work has to be done to make the translation "completed" in the normal sense of the word.

@RarelyCharlie Hi Charlie, it's going to take a little while for the translations to be uploaded onto the site! We did have the Chinese (Traditional) and Portuguese one's incorporated into the site earlier last month.

@SoulfullyAButterfly You did? I'm not seeing them either.

Traditional (TW) Chinese:

Portuguese (PT), with a layout bug, probably because the translation of Orgs takes three lines:

Brazilian (BR) Portuguese, with only translated word, Connectar, in this screenshot:

@SoulfullyAButterfly as a native Chinese speaker, I still see lots of things are in English. What do you mean about "finish"?
