Hey so i just recently started using she/they pronouns and I'm kinda wanting to cut my hair shorter so I can feel more like me but I'm a bit scared to ask my parents what should I do?

Maybe just tell them that you want to try a new hairstyle? I don't why they won't allow
Honestly you gotta do what makes you happy. A few years ago right after I graduated high school I wanted to cut my hair short. I was born female but always felt more masculine and wanted to look that way. My father was against it but my mother was neutral about it. I had all these insecurities about how I would look after, what others might think about it ( especially my parents), but at the end of the day you got to do what makes you feel like you whatever that may be and so I cut my hair and loved it. My father got over it and although we don't see eye to eye on things he just wants me to happy. I hope this helps :)
