He says he still loves me!?

My now ex boyfriend (25) and I (21) had been together for 13 month and 2 weeks. We had only been back a week from our first full weeks holiday together. We don't live together so this was the longest time we had been un-seperated. Anyway, around 6 months ago I got the contraceptive implant put in, because I asked me to and so I did. I understood why. But the months thay followed my hormones where shot, mood swings, hot flushes...everything. So we began to argue a little bit. He got a friend at work who was a girl, same name as me too, and they seemes close. The implant hormones had heightened my anxiety and I was always having to get reassurance. This was often where the arguments stemmed from...her. we had one argument on holiday about her. Came back and everything was great for a week. Then he decided last minute to change plans with me and see friends instead. Which made me sad and again we argued. 2 days later he meets me outside work, with tears in his eyes and says he loves me and if in the future we could be together he would. But for now he wanted us to split. We have had phone calls each day since, both crying down the phone about loving each other. And he still says that maybe in the futurw we could be together maybe not. Right now I'm a very confused 21 year old that needs some advice. He wants to stay in contact and be "close close friends"
