Good ways to meet people

So I've been single for the past 5 years (I'm 22. Made some bad choices on who to invest my time and emotions into. And now she's happily getting married to someone else) and being lonely has been starting to really get to me lately. I miss having someone intimately care about me (I didn't really know if I ever had that in the first place but that's a different issue) how to people meet people today? I've tried dating apps but I'm not really popular on them. I have no work connections (this is how I met people before) because I'm a construction worker. And I honestly I'm not very good looking. So I don't want to flirt with strangers in public when they might not be comfortable with it. I just don't know where to start
