if you think it was flirtatious ... who do you think flirted him or waitress?
IMO While he may have tried .......in most servers type jobs the smiling and being very friendly is often due to tips. She may have believed his interest was just in the tattoo as well and many like others to notice and appreciate the tattoo work they had done.
I would consider this very harmless
Trust your gut. If it made you uncomfortable, that’s ENOUGH of a reason to address it. Flirting isn’t just about words, it’s about intention, body language, and how it makes you feel. Ask yourself: if the roles were reversed, would he be okay with you doing the same? The real question isn’t whether it was flirting, it’s WHETHER IT CROSSED A BOUNDARY FOR YOU. Your feelings are valid, and if something doesn’t sit right, it’s worth a conversation.
