Lack of emotional support
When me and my boyfriend fight I usually cry. But he usually never comforts me. We can be laying in bed together and Ill be sobbing and he does nothing. I asked him for comfort but he says that he has a lot of things going on in his life so its hard for him to emotionally support me which I can understand. But what can I do? Sometimes I cry for hours.

Many partners do not know or are uncomfortable in comforting a person crying. So they do nothing hope it passes soon like a rainstorm. Unsure and awkward comfort is almost as bad as none.
It sounds like from what you say is his response he may still be processing the fight/ disagreement as well and may not feel ready to provide the comfort you are asking for.
Self soothing and finding an outlet when you feel like this might be a option you can consider.
