Should I distance myself or leave things the way they are?

There has been this girl that I’ve liked since January (we’re both 16F) and yesterday I asked her if she had feelings for me. She said she was 85% sure she didn’t like me. But she also told me she likes kissing me on the cheek and cuddling with me, she is also very attached to me and likes me calling her pet names. Is this really just her viewing me as a friend or is she just attached? I told her I didn’t want to stay that close with her since we didn’t feel the same way, and she phoned me and cried a long long time, saying she was so scared and how she didn’t want me to leave. ( she told me there’s still that remaining 15% to try stop me idk if she’s just saying it to top me from distancing myself ) I’m so conflicted and don’t know what to do. I feel so sorry for hurting her but I also don’t want her to keep leading me on if we stay friends and if she doesn’t like me that way. I also like how things are but I will probably regret it later on because we’re nothing more and will probably never be.
