Can cheating ever be justified by a less than ideal relationship

I'm in some sort of relationship (with no label) with a boy and we don't really talk about feelings because he doesn't want to, he's only physically affectionate in bed and doesn't do any of the small things he did when we first started. I've told him I don't think he cares and that the amount of effort he's putting in must mean we're just sleeping together nothing more, but he says it's more than a casual thing. It has me thinking, can seeing someone else to fill the needs he doesn't be justified?

It could be, but you need to tell him about it, first. I know there's no great communication between you about your feelings and needs, but seeing someone else too is a big deal, you need to make sure he's aware and he agrees to not be exclusive. Open relationships are fine, there's nothing wrong in satisfying different needs with different people, as long as all people involved (including whoever you would start seeing) is a aware and consensual. Otherwise, if your needs just don't match and you can't find another solution that works for everyone, you might want to consider starting anew with someone else.
