I know this guy liked me but wouldn't make a move because of my ethnicity, did he actually like/love me? (He made out with me once and told me to keep it secret)

I think he did like you but because of his racism or racist friends/ family he didn't want anyone to know about it. Which is completely wrong

Aww I’m sorry you are going through that. I experienced racism within my ex boyfriends family for being mixed and they wouldn’t invite to any events they had so I completely relate to that in a sense. But I don’t think it’s right he’s treating you like that all because of your race. If he really loves you race should not matter at all

I've learned that perhaps sometimes we assume things about others from our own biased opinions, I am a black woman and I often struggle with insecurities related to my ethnicity in personal and romantic relationships. Sometimes even in my workplace. With a little experience I have come to realize that the best way to get to overcome the bias others may have about my ethnicity is by me facing it first. Hence I would suggest that you'd try to see if objectively this person feels this way about you (perhaps asking, softly but directly could be helpful) and most importantly I would like to remind how amazingly beautiful you are. Skin color is scientifically just an amount of melanin we carry on defined genetically, but our culture and the treasure of who we are as individuals weights more than any biased or racist opinions.
Lots of love.
