No Caps Rule

Im not sure where to put this... but alot of moderators have keep correcting me not to use caps. And it's sorta confusing because that's how I usually type, and it's not explicitly stated in the rules.

Can it be part of the rules so there can be no misconceptions?

@justtio There's a form right on the guidelines page where you can make suggestions.

I agree it's not something that obviously stands out as being against the guidelines.
