Does a small peck on the lips count as SA?

All members from my family used to ask my baby cousin for a peck on the lips when she was a 5 year old.
Of course no one ever forced her but since she was very cute, everyone used to coo and ask her for a peck since it was normal with every child in our family.
She used to peck everyone happily but technically speaking, she's not old enough to know consent right? So does that count as SA?

@tzumi2704 that is a good question. A peck on the lips can be on the gray scale as it can really depend on the culture when it comes to family and such. But a kiss that is unwanted or misunderstood can be SA indeed if viewed as sexual.
