How long do you have to wait until you can upload a profile pic

@October31st At one point it was 200 growth points, I don't know if that ever changed, as that was done a few years ago.

@AffyAvo It says "You earned the privilege of adding a public profile picture if you like. See your settings page." but when I go to my settings it says "Hi there! You're new here, right? Why don't you spend some time getting to know about our community first before uploading your profile image." ??
