The program makes housing an immediate priority, placing all clients in housing within their first week of enrollment. Funded by San Diego County's Behavioral Health Services, IMPACT serves Medi-Cal beneficiaries, Medi-Cal eligible individuals, Medicare recipients, and uninsured clients, maintaining a commitment that no one is turned away due to inability to pay.
