Migraine can be a chronic pain condition, yes. Whether or not chronic migraines are a disability largely depends on how frequently and seriously they affect your quality of life, ability to function, and job performance. They are listed under the Americans with Disabilities Act (ADA) so the US government recognizes them as a potentially disabling condition.
They definitely can be considered chronic pain. You could even consider them disabling if it is really having an effect on your life and keeping you from doing things you want to be able to do. They are terrible to live with. Hope this helps!
