I don't think anyone can say what's worse. It's two different things and everyone can experience it differently. I think the real question is how to accept both diagnosis.

panic attacks because stuttering is a little embarrassing but panic attacks really effect your life and work.

Two different things, each with their own perks and issues. In my own opinion, I’d say stuttering is better, because you’re not full out panicking.
