The quote can ring true in several instances but not all ..

for example i think a person too busy to look for friends or a romantic partner those always show up when you are busy with other things ... 

success in career does not follow this and you must always be on lookout for opportunity . 

Depend on definition of success. It maybe something unexpected along tghe journey, somethinh that is evem better than the target, a key to better pathways, or something else.

Luck and wisdom are involved as well. But devoting is still one of the big cards.

This seems like an odd twist on a famous quote that actually reverses the meaning. Being too busy looking for success - to me that suggests an unhealthy obsession with the outcome. So perhaps not focusing on what actually needs to be done, problem solving (but those don't usually bring success) or ignoring other things that are unrelated.  This could maybe be a warning, similar to be careful what you wish for. Too busy looking for success, you might get the outcome focused on but at the expense of other important things.
