Am i controlling for setting a rule?

So im not sure where to really start with this outside of just jumping straight in the details

My partner and i have been arguing over for days about him thinking about other girls sexually including some of our friends.

Of course he's racked with guilt and such so he wants me to set a big ground rule of where he cant think or talk about those fantasies and i just feel like its wrong to set a rule like that in the first place

Specially since he keeps treating himself like hes a slave or something telling me hes not allowed to thing do or say anything agreeing when i ask if im controlling him

It does nothing but makes me feel awful and i dont know what to do about it i love this guy and he's honestly amazing i want to help him from all the guilt how can i?

Ok,  so if i am reading this correctly, he has thoughts and fantasy then  feels guilty about those........ but has also told you about these thoughts in detail like naming the person he is thinking about..... ... he wants You to set a rule that he is not allowed to have thoughts and fantasies or talk about them .... 

How would one person control another person's thoughts or possible fantasy ?   the only way you know is if he confesses or share his thoughts?        The idea of you in control  or some form of punishment to ease his guilt over thoughts.  ...... seems like some sort of dominatrix  control fantasy.
