if you know the reasons then you can address it. Some hesitant to kiss are nervous about if they are a good kisser, maybe they had bad kissers in past relationships, breath issues , germ phobia lots of possible reasons not related to hurting you.
I have talked to her about it like three times but it’s still the same

Her reasons are valid regardless of whether you understand them or not. If it's something you can't respect her feelings about, and she can't or won't have a proper conversation about what her reasons are so you can both understand one another and go from there, then you guys probably aren't compatible. And that's okay.
