I hate it when outsiders are allowed to enter our campus freely
I really miss our university lockdown last year, when there weren't so many outsiders entering our campus. Why can these impudent people with terrible manners be allowed into our campus? Some jump the queue in our canteen only to snatch food whose amounts significantly exceed the quantities normal humans consume, and even encourage others to also jump the queue. Some climb the handrails of escalators. Some make loud noise like piercing shouts just outside the library. Some leave their night soil and urine on the lawn. Some bury their wastes in the sports sandpit. Some deliberately throw things at students to see if the victims will get startled. Some remove students' locked electric bikes and say they think these are shared ones when asked, while no one with a normal mind will make such mistake. What I put here is only something spread among students, and I believe there are still other abominable things I haven't known. There behavior has already influenced we students' life. Doesn't our well-being matter? There are sure to be students trying to report the problems to the administrators of our university, but the situation hasn't got any improvement.

All of the behaviours described are really terrible and I can see why this would be so upsetting!
Sometimes it helps increase visibility if students combine their grievances and approach the authorities or admin formally as a single voice e.g. Students Union officers (if you have a students union), or through a student welfare or student support staff member, if you have those available to you. Lately, a lot of universities have also implemented mental health support for students so that could also be another option to raise this issue since this repeated bad behaviour has been causing upset and distress.
I hope you're able to find a way to get this addressed by the authorities soon!

These terrible experiences are shared among students or online, part of them with obvious evidence like photos, most of them described in detail, through which I am able to know what disturbing is happening caused by the outsiders. However, I am neither the victim nor the witness, so I don’t think I am the proper person to raise the issue. But I do fear that one day I may become the victim or the witness. What’s even worse, now, by paying the teachers or students some money, these outsiders can get the invitation to enter our campus, as long as those who get paid are willing to accept the money, which simplify the procedure for the outsiders to get in. It is said that it costs 20 yuan per person, which is over the cost for my meals for a day.

Guess what the outsiders throw at the students? A kind of explosive thing which will bang and make a small explosion when thrown to hit the ground.

I take the example of throwing things because the evildoer is instigated to do so by his guardian who takes him to our campus.
By outsiders, do you mean people who are not students? Or just very bad-mannered students doing all these horrible things to fellow students? Are there any security guards on campus to stop these people from doing these things?
These behaviours is probably bother many other students too, maybe someone, or you can set up a group of people and report to the school together.

Outsiders refer to people who neither study nor work in our university. I may call them tourists, but I am opposed to doing so because I don't want our campus to be like a park or something. Our campus lies in Sandun Town, and some students jokingly call it People's Park of Sandun Town to satirize what the outsiders do. The great majority of them are residents nearby who somehow seem to have nothing to be busy with and frequently enter our campus. I am neither the victim nor the witness, but I am angry and afraid. (I am a first-year and know very few people.)
I see, the University itself will need to make stricter rules with these outsiders. Shouldn't even serve them food from the cafeteria. Have security in the cafeteria and around places where they like to hang out most. There are probably many students who feel uncomfortable and unsafe in a University environment like this. Electric bikes being stolen, did those students call the police? Does your University have a liaison officer on campus, some schools have one.
As a first-year student, see if you can join school union clubs, get acquainted with other students, and maybe as a group, you can report to the authorities of the University and see if something can be done. I can't imagine what it's like to be in a University with outsiders that can freely enter the campus and cause trouble for the students.

One student who lost their electric bike used the monitors to find that it was removed by a brat and his guardian. The evil brat should be at his own school and his crazy guardian should be at work because it was weekday!

It is indeed scary to be in this situation. Do you have a teacher or member of university staff allocated to you as a first year to help you settle in? Maybe an academic tutor who can be shown these photos and evidence? Even if you aren't the victim or witness, this is disturbing and scary.
